Luftreinhaltung 2020 - Modellierung der Emissionen. Prüfung von Daten und Annahmen des RAINS-Modells für Deutschland im Rahmen der Europäischen Luftreinhaltepolitik (CAFE)

In the framework of the EU strategy "Clean Air for Europe" (CAFÉ) the data and assumptions used in RAINS to model the German emissions of SO NachhaltigWirtschaften NOx, NMVOC and fine particles for the baseline scenarios to 2020 were assessed. Here, the focus was set on those data sets that result in RAINS in the emission factors. The assessment of the activity scenarios (esp. energy scenarios) and the submission of a National activity scenarios was beyond the scope of this study.

The implied emission factors used in RAINS for the year 2000 were assessed on the basis of data sets available in the German Federal Environmental Agency (UBA). Of major use were the Central System Emissions (ZSE), the traffic model TREMOD, the German reporting under the NEC directive as well as more sectoral data collections and studies. For the identified discrepancies between RAINS and UBA detailed proposals were elaborated how to modify RAINS data sets.

Using the improved data sets for emission factors, the emissions modelled in RAINS for 2000 from Germany change by -22% (SO2), +13% (NOx), -7% (NMVOC) and -6% (TSP).
