Evaluation of the German National Top-Runner Initiative
IZT evaluates the German National Top-Runner Initiative with respect to its goals, impact and cost effectiveness. The institute carries out an ex ante, accompanying and ex post evaluation.
With the National Top-Runner Initiative, the German Federal Government wants to bundle the various measures undertaken to promote energy efficient products ('top runners') in penetrating markets at an increasing speed, leading to energy saving. The initiative highlights the advantages of energy efficient products and motivates producers, retailers and consumers to develop, market and use these products. The National Top-Runner Initiative started in 2016 and will run for at least three years.
