More than 10,000 petitions reached the German Bundestag in the two previous years. But which groups of the population know about or use the right to complain to the German Bundestag? The IZT used several surveys to shed light on these aspects of the German petition system. On the one hand, the IZT surveyed those who actively make use of the right to petition and submit petitions or sign or comment on them online; on the other hand, the IZT surveyed a representative cross-section of the population. Data on the German petition system was last collected in 2008.

The researchers involved analysed the results of the surveys in a background paper published by the Office of Technology Assessment at the German Parliament (TAB).
