Evaluation: Improving testing methods for EU energy label

Electrical appliances that carry the EU energy label are randomly tested by market monitoring authorities of the German federal states. Test refer to the efficiency of the products and to whether the labels are displayed correctly. In order to improve the testing methods for range hoods, laundry dryers, air conditioners and heat pumps, the Federal Institute for Materials Research and Testing (BAM) started the project “Support of market monitoring”. The goal of the project is to carry out tests in a less time-consuming and more cost-effective way that is also secure against manipula-tion. The project is also expected to strengthen consumer trust in the energy label. Eventually, the Federal Ministry of Economics wants to reduce energy consumption in this way. IZT evaluates the project with respect to goal achievement, impacts and cost effectiveness. IZT carries out an ex ante, accompanying and ex post evaluation.
