Fifteen years after the Conference for Environment and Development in Rio, there is a wealth of experience today on how to implement the Agenda 21 on the local and regional level. This experience provides the basis for improving the work of local sustainability initiatives, in particular for developing their strategic, tactical and methodological orientations. It is a big challenge to support a ‘sustainability management’ of local authorities, to connect local decision-making processes to sustainability criteria, and to integrate parallel processes within local authorities into a joint local sustainability process. In order to successfully continue the work of sustainability initiatives, it is necessary to provide opportunities for ongoing exchange, further education and cooperation. This is why the German Federal Ministry for the Environment launched the first Network21Congress in 2007. The congress took place on the 17 and 18 of September 2007 in the Catholic Academy in Berlin and was very successful. It provided a broad variety of workshops on topics and activity fields of a sustainable development (including climate protection, sustainable town development, education for sustainable development, children and family friendly towns and villages, and biodiversity) for more than 250 participants. Also, the German Local Sustainability Price ‘ZeitZeiche(N)’ was awarded for the first time to long-time sustainability activists.
The congress is expected to establish a Germany-wide platform for exchange and networking and will take place in a different location each year. The next congress will be held on the 29 and 30 September 2008 in Leipzig. IZT is one of the organizers of both congresses of 2007 and 2008, in particular with respect to developing its strategic orientation, carrying out workshops and documenting the results of the congress.
The congress is supported by the German Federal Ministry for the Environment, Nature Protection and Nuclear Safety, the Federal Environmental Agency of Germany, as well as selected business sponsors. Other partners include the associations of local municipalities, the German National Council for Sustainable Development and the Service Point for Local Authorities in this One World.
