Online Citizen Participation – The Main Study

The topic of "Online Civic Participation in the Parliament" has surfaced through the work of the Study Commission "Internet and Digital Society" of the 17th German Bundestag. At the outset, the IZT analyzed the new features initiated by this »Internet Enquête« in a preliminary study, which was accepted by the Committee on Education, Research and Technology Assessment on July 2, 2014. Based on this preliminary study, the IZT´s main study analyzed the latest developments in the field of “Online Civic Participation” at national and european level. In addition, the IZT presents best practices from the platform operator perspective and from the perspective of user as well as the citizen perspective in general. In autumn 2015, the topic of "Online Civic Participation" was also in the focus of a survey of over 1,100 social actors and citizens. The results of this survey also will contribute to the main study, which will be submitted to the Bundestag in 2016.
